The applicant must have made an investment of at least €2,000,000 for the purchase of residential or commercial property, for setting up a new business or as investment into existing companies, including land developments or infrastructure projects in Cyprus.

Investments can be made in one property of €2,000,000 or in multiple properties, amounting to the total of €2,000,000.

The major part of investment can be sold after 5 years of ownership. However, one residential property of at least €500,000 must be kept for life.

Parents of the main applicant may be included in the same application, provided an additional €500,000 investment is made in one residential property.

Children up to the age of 18 are included in the same application. Older children (up to the age of 28 years old) can also be included if they are unmarried and financially dependent on the main applicant.

According to a new regulation introduced on 15 May 2020, a mandatory contribution of €150,000 should be paid to the Government of Cyprus (€75,000 to the Research and Innovation Foundation and €75,000 to the Cyprus Land Development Agency).

Submission of Your Application for Cyprus Citizenship by Investment

Your application will be submitted to the Ministry of Interior with original supporting documentation. All the documents issued by a foreign authority should be translated either in Greek or in English and be duly authenticated. Note there will be a government fee of €2,000 per each applicant and legal fees for the whole family application from 25,000€ (depends on the case).

ting an Approval for Your Citizenship Application

If the Investor meets the criteria and conditions required, your lawyer is getting preliminary approval from the government. Then your application is submitted by the Ministry of Interior to the Council of Ministers for approval. The Council of Ministers has complete discretionary power regarding the approval of a Citizenship Application. Please note there is a payment of €5,000 required for each applicant that constitutes the certificate issuing fee.

Receiving your Citizenship Status

Once your Cyprus Citizenship by Investment application is approved, the Civil Registry and Migration Department issues the Certificate of Naturalisation. You should personally receive this Certificate and sign for it during 3 months from the date of issue. You can visit Cyprus in person and have it done within 1 day (including the procedure of biometrics) or you can request for this procedure to be done in any Cyprus Embassy if you are abroad. This might take a couple of weeks.

Receiving Certificates of Naturalisation for Your Spouse and Children

The application of the spouse is submitted concurrently with the application of the main applicant. Upon the approval of these applications, the children's application will follow. Applications of minor children are processed within 3 weeks; their passports can be collected at any time afterwards. Applications for dependent children older 18 years will be processed within 2 months and are subject to a submission fee of €2,000 and an approval fee of €5,000. 18+ children must visit Cyprus within 3 months after the approval to collect their passports.

The main applicant is required to contribute €650,000 to the Government of Malta.

70% of the contribution will go towards the National Development and Social Fund which finances governmental projects related to education, health, innovation, job creation and other social projects.

Applicants are required to invest at least €150,000 in bonds or shares approved by the Maltese Government, which will be kept for at least 5 years, and returned to the applicant after.

Applicants are required to make an investment in property of at least €350,000 or rent a property for at least €16,000 (rental agreement shoud be signed for 5 years).

A four-tier due diligence process is carried out directly by Identity Malta Agency which is responsible for the approval and assessment of applicants at all stages. Applicants must demonstrate a clean criminal record, with checks being conducted with the International Criminal Court, INTERPOL and various other authorities and sources.

The Main Applicant must be at least 18 years of age. The main applicant may add his/her spouse, children, parents and grandparents to the application. If a spouse and children under the age of 17 are included in the application, an additional contribution of €25,000 per applicant is to be made. Unmarried-dependent children 18 to 27 years old, and dependent parents over 55 years of age must contribute €50,000 each.

Malta Citizenship Application Procedure

Submission of formal application

Day 0: An application is formally submitted to Identity Malta with all essential supporting documents (evidence of source of funds is required to be presented as well). Payments due now include the due diligence fees, passport fees and a deposit of €10,000 (partial payment towards contribution to the Government of Malta).

Upon submission of the citizenship application to Identity Malta Agency, a residency card will be issued within 3 weeks. The residency card immediately grants free mobility within the Schengen area for a period of 18 months.

Conduct of due diligence and receiving of In Principle Approval

Day 90: Identity Malta confirms if documentation submitted met all of the requirements, subject to further verifications within another month (if required).

Day 120: In Principle Approval is a formal document issued by Identity Malta which confirms that the applicants passed a comprehensive due diligence procedure and gives a "green light" to complete the remaining steps of obtaining their Citizenship by Invetsment Programme.

Contribution of €650,000 to the Government of Malta

Day 125: Formal Request for Contribution: Identity Malta requests payment of remaining balance of the contribution, deducting a deposit made on submission of the application.

Day 145: Deadline for paying balance of contribution.

Proof of property purchase/rental and €150,000 investment in government bonds

Day 240: Final Compliance: Applicant must provide an evidence of property purchase or rental for a period of 5 years plus a €150,000 investment in government bonds. We will help you to choose the best property option and assist with investing in bonds or shares approved by the Maltese Government.

Taking Oath of Allegiance and receiving your passports

Applicants must visit Malta in order to receive Certificates of Naturalisation and take their Oath of Allegiance at their naturalization ceremony. Applicants will then receive their biometric passports within 60 days.
